This encrouaging promise is given to Christians.  We have the comfort of knowing that our Lord is concerned about every need we have.  If you are not a Christian, the Lord is still very much concerned for you.  It's important to understand that the greatest need you have is to open your heart to Jesus.  You can begin a life of knowing the One who is most concerned about you, and is most able to help you in your time of need.

1 Peter 5:6-7

Therefore humble yourselves under the mighty hand of God, that He may exalt you in due time, casting all your care upon Him, for He cares for you.   1 Peter 5:6-7  (NKJV)
